The way the government will take metals from us will be via extreme taxes on sale/purchase of metals and or will make it illegal to use in transactions. They will then offer a low ball offer to take it off the masses hands in exchange for their revalued fiat and when they feel that they absorbed enough metal from the masses, they will then skyrocket the price of metals thus making themselves the Kings of the world all over again! History repeats/rhymes!
